If you have spark, and fuel , and still no start, I'd first pull out the spark plugs and make sure they are not fuel fouled. Dry or replace as necessary. Do you have compression ?

Check the distributor and timing order to make sure it has not jumped at all from a timing malfunction.

you need compression as well so check that the cam shaft is turning (broken timing belt/chain)
next you need the firing order to be right so check the firing order for the plug leads

My 97 tahoe turns over, but will not start, fuel pump works fine, & has new plugs, wires, distributer cap, rotor, coil,& ignition control module,& new fuel filter, got any solutions?

Try spraying quick start in the intake.if it acts like it wants to start if only for a second or two you could have low fuel pressure.you should have at least 30 lbs.you need special pressure tester.if it doesn't fire, check for spark.if it has the "flat"dist. Cap you might want to check it because they have a lot of problems with that cap.

I have a 91 s-10 that wont run...fuel pump runs and I am getting fuel to the carb all brand new plugs and wires and ignition coil and module and new cap and rotor? fires up and dies out?

The fuel pump relay is at fault. The engine will start running off the oil pressure sensor for the 3rd wire connected to the sensor feeds power to the fuel pump which makes your truck start right up. When the engine achomplish the standard oil pressure as needed the sensor shuts power off by the PCM default system and turns on the fuel pump relay to continue working the fuel pump. replace the relay and you will be driving around again

'99 silverado will turn over but won't start. I have a new battery, 6 month old starter, new plugs, new distributor cap and rotary button. I used to be able to turn the ignition on and off real quick and...

I'd start with one of these and move on to the next.

Fuel
Spark.

Is it getting fuel? You should have an "in tank" electric fuel pump. When you turn the key halfway (just before turning the engine/starter over), you should hear the fuel pump prime. Easy way to check is to look in the throttle body while someone turns the key to the "on" position. You should see/smell the fuel. You can also listen to the gas tank while the key gets turned. You should hear the fuel pump run.

To check spark, pull a spark plug out, put it back on the plug wire and rest the electrode end of the plug up against the engine or exhaust manifold and have someone turn the engine over. You should see the spark plug firing. Don't hold the plug or wire while doing this. You'll get zapped if it's working ok.

If these both check out ok, then take a look at your firing order. If it's off by a significant amount, it may not fire. I've seen this happen when a cap/rotor/wires were changed and the wire/rotor was not positioned on the correct cylinder. (Most of the time they will at least fire or backfire, but either not stay running or run REALLY badly if the firing order is off.

Engine will Not Fire

Could be either...you can replace filter/regulator on top of tank sending unit and re-check. You can also try instesd of cranking on first try, just turn the key to run and leave it like that for a minute, then try it. If it starts, likely the fuel pump is draining back when off. If neither help, check to see if on initial start, you get a small puff of black smoke from tailpipe...if so, likely you have a leaking injector. (line pressure loss at engine end of the fuel system through injector) This is the "backyard diagnosis" Otherwise tests can be made using pressure gauge installed on fuel rail.
