Question about 2004 Chevrolet Cavalier
Check for bad fuse in the panel. Check for a ground at the relay when you push the horn button. Gheck for power at the relay 12 volts or battery voltage. check the horn with a jumper wire from the positive post on the battery ,but unhook the wire on the horn first. Horn should honk! if horn is bad replace.
