I Have A Seville 1990, When That Happen To Me I Got The Inginion
Replaced Problem Solved. What Is Happening Is Your Key Has A Chip And That Chip Is A Resister And When The Valve Is Not Sented To The Computer It Disengages the Fuel Pump And Than Tells You To Wait. Soon All That Will Happen Is You Will Get The Wait 3 Mins And It Will Never Start, A Good Locksmith Can Take Care Of This For You And That Will Save You Some Money. Cause If You Go To The Dealer Ouch They Will Hit You Up. But I Asure This Is How It Will Happen Cause It Is How It Happen To Me
And Sorry There Is No By Passing The Computer

did you replace the fuse.if so try to get the alarm reset location,it could be in the stupidist place like my pathfinder you have to put the key in the tailgate and turn it to glass side and hold it for 20 seconds.and then hit the hidden reset switch under the rear carpet.

your key maybe defective or[ wrong key may have been tried.] or your battery has been improperly disconnected and reconnected . in that case you will have to go through reset procedure with proper key or call dealer with key code for replacement key.if you have the right working key , the reset is off on three times in 5 seconds leaving key on last time 4 up to 20 min. [not start ] then for 5 min.off then start if light is still on then your key is most likely defective. hope this helps .please let us know . Have a good day.

SOURCE: cadillac seville won't start
I've got an even cheaper and easier solution, instead of buying a new cylinder, find that plug and snip the orange wires going to the old cylinder. Then remove the resistor chip from the key and solder each of the the wires to each side. this will fool the car into thinking the correct resistor chip is in place, allowing you to use the original key or any copies with or without resistor chips. i just did this to my caddy and it roared to life! :)
