The cabin filter should be changed.
There may be an issue with your A/C as well. Leaking/mold/etc.

You'll know more once you access the filter.

Dead mouse smell probably under the hood of blazer cab does not smell

it is probably the ghost of the mouse haunting you, possibly the heatercore has mold and you need to get an odor eliminating spray gm sells one through their parts departments, or you actually have an animal that has got stuck and died somewhere, they like to get in the exhaust in the cold weather

BAD ODOR WHEN TURN ON A/C OR HEATER

Dead field mouse or cat? Usually caused by build of smoking and other odors that stick to the condensation created by the a/c and eventually becomes kind of a permanent smell in the vents.

Check for loss of coolant also. If you can see/smell oily deposits on windshield, it's unlikely it's from the a/c system as there is relatively little lubricant there. More likely your heater core is leaking and allowing coolant to be blown up onto the windshield. There will also be a distinctive odor with this.

My TOYOTA 4-Runner has an unusual odor that comes and goes...

You possibly have a rodent somewhere in the system. Given your description I would say somewhere under the hood.

Bad smell from a/c

Do you leave your climate control in the Auto position. This is bad. What happens is the evaporator which is located in the vents never dries out and you begin to grow mold. Does it smell musty, locker room type smell.
Also since it came out the heat vent it could also be a leaking heater core. Check you coolant level and reservior. If low this is an indication heater core is leaking. It may not of leaked enough to tell but usually these are the only reason the vents would smell unless a rodent ended up there and died.

Fishy, steam odor coming from AC vents

Forget the radiator tank. Your AC 'Condensate drain' hose is plugged up. This is a common problem. If you know where the hose comes out under the car you can ( carefully ) push a wire up it. If you're lucky it's plugged near the end by a mud-dauber wasp. If not, take it to your dealer and see if you can persuade the write-up guy to show you where the drain outlet is as a gesture of good faith. If they insist on charging you money, consider that when you buy your next car...

Your catalytic converter could be your problem. Or you have a family of dead rodents in your engine.
