Question about 1996 Ford Contour
The blend door actuator is bad

Sounds like the heater plug/Ballast resister has burnt out. It is located up in the passenger footwell towards the middle of the car. This is a common problem and ford have a modified wiring loom with thicker gauge cables and a new ballast resister. You will probably find that your loom and ballast resister are burnt due to the current being drawn through these smaller gauge cables. Sometime the heater will work on the lowest or highest setting but not on the other settings. Hope this is of help to you.
