If the cooling fan is not turning when the engine is running, the fan clutch assembly is defective. This is a common problem. The fan clutch is an electrically operated clutch controlled by the engine computer. You should also have the Check Engine light on.

It seems to be my fan temp over norm fan not on I don't know if it runs all the time or not? how do I test the fan?

Here are basics, specifics can be found with the furnishment of make, model, and year of vehicle.
Since the mid-80's, and the re-positioning of the cars engines , there
have been electric fans mounted near the radiator to cool it.
If the vehicle has air conditioning as an option, there are then usually 2 electric fans, one of which is for the A/C.
With few exceptions, the "engine fan" only runs when the temperature sensor screwed into the engine block sends a message indicating an overheating situation.
In some cases, then, the "engine fan" will continue to run after the engine has been turned off, and even when you have left the car parked, if the engine is still hot.
Traditionally, the A/C fan will only run whilst the A/C is turned on.
To test the fans, you will need to unplug the fan from the harness and introduce a "hot" wire and also a "ground' wire to the two different wires that connect the fan to the car.
God bless your efforts.

I have a toyota camry1993 car, when i turn the engine on and temperature starts to rise the fans turn for a little time and then stops , where is the problem?

I do not know if you have one or two fans. The cars with electric fan radiator cooling had two fans which I owned. One fan works with the temp of the engine. It come on and off to control engine temp. The other fan only came on when the A/C is running. The fact is the electric fans can come on even after you shut the car down if it needs it to control engine temp. If your car is not running hot the fan is probably doing what it is supposed to do.

How did you know when the cooling fans are not working

You may have one conventional belt-driven fan with a thermal clutch and the other electric or, both could be electric on your car.
The cooling fan that operates during non-AC operation (just a running engine) if electric, will be controlled by a thermal switch in the lower radiator tank and may not turn on at all unless the engine is warmed up. The belt-driven fan should be turning at some speed all the time if the engine is running and at much higher speed with a hot engine.
The fan that cools mostly when the AC is operating won't run under normal operation but may turn on in hot weather (or when the engine is under heavier loads) even without the AC operating.
Checking them would require having a warmed-up engine and the AC turned on. Both fans regardless of type should be turning then.

1991 honda drivers side fan runs after engine shut off

If the engine is hot the electric fan will run until it is cool. As long as the engine isn't overheating and the fan doesn't run for more than 10 minutes or so it should be ok. If it has two radiator fans they should both be running though.

2001 passat electric fan runs continously until battery is dead

There are extra cooling pumps that some foreign cars have that run for a designated time after the engine is shut off. I had a Mini cooper made by BMW that had it. If you hear it running for a while, but then it shuts off, thats normal. If it stays on for ever and never shuts off, I honestly don't know what to tell you

2003 Saturn Vue electric fan always running

Check the fan relay, probably in fuse box in the engine compartment. Check owners manual to be sure. I have seen these melt causing fan to run all the time.
