I'm assuming that the pump is solidly attached to the block and doesn't shift under power. In that case either the tension on the belt is way too high or you use the wrong bolts.

If you replaced all of these an it still failed then the fault is in the pump : the shaft of the pump is warped or has a lot of play. Get a new pump.

I would change the power steering pump as this is possibly causing the breakage due to a lock up condition.

How do I find a belt for 02 buick rendezvous bypassing the power steering pulley

If you can run the engine without that pulley, you would just measure the distance around the other pulleys without it.
But keep in mind, you almost always need all pulleys in use to make the belt turn the pulleys in the correct direction and not strike any other objects.

Power steering pump shaft broken again

When you place the wheel in a hard lock position ,the power steering pump relies on the pressure by-pass valve to operate instead of the valves in the steering box to open and allow the pressure to by-pass back to the reservoir.. When you hit hard lock and you hear the motor load up just ease on the turn and the pump will operate as designed. The turn will still be the same -just that the pump is not under full load . Breaking the shaft is a sign of excessive load and a misaligned pulley so check that the belt is directly in line and the pump is square to the belt line.

Drive belt keeps breaking

One or more pulley(s) is not sniping correctly.
Check one at a time starting with

With engine OFF / cool
A/C compress (I see A/C pully go at 80k miles!
Alternator
Power steering
Smog pump (if equipped)

Any of the above car be defective.

The only corrective action is to replace that item in question.

If a power steering pump locks up does it have to be replaced?

the power steering pump locking up is the reason ur serpentine belt broke. on front of power steering pump is a pulley which must spin freely. when this pulley locks up, things break...and yes u definitely need a new power steering pump.

Started 96 grand cherokee limited, power steering pulley broke, is a bad pump the only cause for this

I would say a failed pump would be the most common reason for the pulley to break.
The pulley could have been cracked, or something could have become wedged in the space around the pulley, but that would be very odd.

I was driving home last night and I heard this loud metal crash/scapping/thud. Soon after my battery light came on, it felt like my power steering went out, and car would not heat up, and eventually by car...

Sounds like you broke your drive belt. The drive belt controls the alternator, power steering pump, water pump and AC. When it breaks, you lose all. Hope fully you didn't do any damage to the motor by over heating. I'm guessing that by the sound that you have described, the belt tenioner pulley may have broken off. This keeps the belt tight. Good luck with it. Let me know if it was not that, as there may be more avenues to look at.

One of the circles that the belt sits on completely broke off the car.

The circles you mentioned are called pulleys. If one broke off, generally that's caused by whatever it was supposed to be turning has seized. You need to know which one broke so you can get whatever you need to fix it. There is a pulley for the alternator, water pump, air conditioner compressor and power steering. The one at the lowest point on the engine is the crankshaft drive pulley...it's the one that turns all of them via the belt. You may also have a few that do nothing other than keep the belt from hitting things (called idler pulleys)
On V8 engines there usually is another that looks like an idler but is spring loaded....that one puts tension on the belt.
A good inexpensive source for parts is a scrap yard, especially for pulleys because they don't wear out and are either good or bad..

Installing the serpentine belt

The power steering pump is only held on by two bolts that are removed thru the pulley holes. Anyway you don't have to remove the whole motor mount just remove the nut that holds the mount just to the left of the balancer. then remove the stud with a inverted torx bit. then remove the sleeve the stud went thru and then the belt will come off.
