Question about 2000 Ford Windstar
Switch or blower motor resistor. you can jump the wiring to the blower motor to see if it works. if it does, its likely the blower motor resistor or less likely the switch.
if it has climate control air conditioning, then it is likely the module(s) and you will have to have it checked out.
