Try spraying the inside of throttle body with motor off with carb cleaner or starter fluid do not open and close throttle body while spraying but leave closed and blow it out with air should start idling at about 8.5 rpms

1998 bonneville 3.8 litre idles too low how do i adjust

So what is the speed? It may be the correct speed, but not what you think is the correct speed. The idle speed is not adjustable, so if theres a reason its too slow, a shop will have to check it out

check for a vaccuum leak this is where i would start if it rolled into my shop. possibly a PCV valve sticking or a hole in the hose, this hose should run from the valve cover, or crank case and then to the intake, or carb.

Idle down to 500 rpm

POSSIBLY DISTORTED THE INTAKE PLENUM OF ONE OF THE GASKETS AND IS CAUSING A VACUUM LEAK, ONCE YOU ARE DRIVING THE VACUUM DECREASES AND THE PROBLEM GOES AWAY

Not reving high on cold start

Here is the most common cause of surges and stalls and low idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake

Rough idle

I took mine in to change the plugs and they said there are four O2 sensors in the fuel mixture system and two were bad. I didn't replace them since they were a little pricey ($500 to replace both) and I have 103,000 on the car. Has very similar roughness and occasional oscillations, but no stalling. Hope this helps.

Mine the same, done timing chains and tensioners, gas analyser shows it to be running rich on one bank only, swapped injectors with other bank and changed all 'o' rings. Isn't running rich when revs above 1500 so think it may be VVT on one cam, removed solenoids and found shuttle valve sticking in on one side, shuttle springs back out on other bank, going to replace in near future, maybe you have same problem, get exhaust gasses analysed to find if one bank running rich when idling.
