Well, if you mean the accessory drive belt (aka serpentine belt, drives the alternator, a/c compressor, p/s pump, etc), that would be the crankshaft pulley, sometimes also called the harmonic balancer.
If you mean the timing belt or timing chain (located behind the accessory drive belt, often behind a metal shield or housing), it is also driven by a crankshaft pulley or gear, but a different one than the accessory drive belt.
If you mean some other belt, you will have to be more specific.

either the belt tensioner is broken, belt is worn out, or one of the pulleys(device- waterpump, alternator, etc) is siezed.

I was wondering if i can bypass the powersteering pump with a different serprntine belt

It's possible. It will be difficult to steer. Use a piece of rope to wrap around all tne componants just like the belt would except for the ps unit and look for a belt as long as the rope

My check engine light is on. My car jumps when driving and when i turn on the air it makes nose. What could be wrong

i would check your serpentine belt for wear, especially dry rot. sounds like that could be the problem with your a/c considering the belt controls the compressor. also can cause your ford to overheat because although the fan may be turning, it may not be turning at the proper speed and can cause your vehicle to overheat and that could give you the check engine light.

94 crown victoria serpentine belt issues...

It is possible that your tensioner pulley is seized and will have to be replaced as well. This happened to my 2001 F-150, the tensioner pulley seized and shredded the serpentine belt.

a squeaking belt can be caused by wrong tension [belt slips] if belt looks polished then thats whats happenedif it has any cracks or polish marks replace it!
