The firing sequence for a 1999 dodge ram 1500 V-8 and 5.2 engine:---1-8-4-3-6-5-7-2 .
1-8-4-3-6-5-7-2 Clockwise Rotation, Facing Front Of Engine Right Side Cylinders Number 1-3-5-7, Left Side 2-4-6-8.
If your 1999 dodge van is V-10 engine with 10 cylinders then the diagram is as follows:---

The order should be stamped on your intake manifold right under the air cleaner.
My '97 1500, 5.2, 318 firing order is 1-8-4-3-6-5-7-2

It is 1-8-4-3-6-5-7-2 with 1-3-5-7 on the drivers side front to back, 2-4-6-8 on the pass side and the dist turns clockwise.
I wish I still had my Chilton's manual, I would scan a picture for you.

There were three different engines for that vehicle in 1996, here are diagrams of the 3.9 liter V-6 engine, and the 5.2 and the 5.9 liter V-8 engines both have the same firing order.

You will find the spark plug gap and timing specifications listed on the vehicles emission label under the hood, and those specifications are the ones to be used on that vehicle and engine for that year, and no other specifications should ever take precedence over the specifications listed on the vehicles emission control label. Here is the firing order diagram for that engine, let me know if you require any further assistance, and I an curious as to how you got taken for $2,000.
