This is likely due to a plugged fuel filter. It should be under the hood. Replace as a unit. This must be done every 30,000 miles or better. If this does not cure the issue, please let me know. I have other things for you to check.

Engine revs up and down while driving

How is it at idle? A fast idle might be the result of a vacuum leak. Is there a check engine light with a code? Did you clean the mass air flow sensor?

Maxda B4000 RPM skips 2000 to 5000

If you can actually hear the engine race up to 5000 RPM you may have a serious problem. But more then likely you cant actually hear the engine rev up. If this is the case I would suspect a bad Tachometer ground wire.
