It is located between the engine and the firewall on the passenger side corner of the engine compartment. You'll need to reach behind and below the pair of heater hoses that come out of the engine in this area. It's a pain, and you'll have to do much of it by feel alone, but assuming you don't have large hands, and you use your right hand to reach through, you should be able to get the cap off. I have to use a funnel with a hose attached to refill the reservoir.

Steering wheel locks while driving it is very hard to turn what could it be?

Very little that could be wrong with this other than the power steering pump itself. I would look into that.

Why does 1996 Bonneville steering intermittantly fail while driving?

Sort off odd, but the only part that
fails, is the steering rack, if you fail
to change your fluid every 2 or 3 years,
when you should be changing your trans
fluid as well

Should get tight but not fail

Can't use it like that,it's unsafe

If your asking about the pump its on the passenger side of the engine. It runs off the serpentine belt and it will have a fill cap on it.

Replaced radiator now powder steeling pump is

Most likely you got anti-freeze on the Serpentine belt causing it to slip. Purchase a can of belt dressing from your local parts store and spray it on the belt. If that does not work, inspect the belt for cracks and wear. If bad repalce the belt. If it looks good, remove the belt and clean it and the pulleys with Go-Gone. That usually works for me.

Cant break the pressure line lose

Try heat....this will allow the fitting to expand, and make it easier to loosen. A small propane torch should give you enough heat.
