The relay ground is connected to the pcm.The pcm is power control module. The pcm/ecm/ecu all the the names of same part the computer of car. The relay gets command from pcm to function to start and stop the fuel pump.If all checked out ok then get the relay to pcm checked also check the ground connections of the relay. Also by pass the relay. So then check the fuel pump is it running.jump lead with a switch and a fuse to get the fuel pump running without relay connected. If it runs then either relay or the relay to pcm connection or the pcm is faulty causing this.Get the car scanned to get the pcm error codes. then its advisable to get car scanned at diagnosis center to get error codes, At diagnosis center you will receive the error code.As per the error code it will detect the exact faulty part in the car due to which the problem is occurring. For more help :--- at www.autozone.com its absolutely free to get car scanned. Thanks. keep updated for any more query.you can rate this solution and show your appreciation.

Often when you change the fuel pump you have to prime the system to get the fuel flowing through. Turn the car over a few times, wait five minutes and repeat. It should start after 3 or 4 attempts. J.

Try a new relay first. This may not be good news if that does not work. If you can find the EEC (computer) and unplug it, then replace the fuse-if it blows you have another cheaper part on the circuit thats bad.
If the fuse does not blow, then the EEC must be shorted.
If you have to replace the EEC you may find a kindly dealer with a cash-for-clunker sitting there to violate. Salvage yards have them, Ebay sells them. I have seen them at swap meets for $20. They are a high price part even rebuilt at Dealers or autoparts stores.

Hello! Does your vehicle have spark? If not; Pull a plug and test for spark. Is the engine in your vehicle supercharged? If not and it is a either the 3.1L or the 3.8L then the lack of fuel flow is caused by a device known as a; "Vapor canister purge valve". If this component is defective (does not purge) fuel will not flow. It can be purchased at most auto part stores for around $25.

SOURCE: 1998 Neon. Fuel pump problems...

Has the car been running one day and won't start the next and thats why you replaced those parts? This may be the distributor ignition modual later then when it is going out can act like its got demon in it. This modualator will shut power down to your fuel pump.

Now you can try something first though. Run a wire from a hot wire to the fuel pump and see if it will start and run while that wire is hooked up.
If it does then you can find a wire that only becomes hot when the key is turned on so the pump won't run all the time and only when the car is running. This is called gerry riggen in the service and not the proper way to do it. You may get an engine line on because of it too which will put the computer into trouble mode and cut your power down. But maybe not. Try it and see what takes place. If it still won't start then we need to look into testing the ignition modualator. Keep me informed and I will be glad to help you in the matter as well. Raz

Sounds like you dont have any power going to your fuel pump. You will have to drop your tank and with a light tester check the red wire for power. If you cant tell with one is the red wire it will be the secound wire going into the plug. If you dont have any power there then make sure your fuses are good. You will need help with this because it is very had to reach the key switch and check the wire the same time. It is on a relay switch and only stays on for 5 secounds. Good luck.

Car died at stop. turns over, but won't start

Check for 12V on both sides of that 15A fuel pump fuse. The fuel pump relay is ahead of that fuse and it is controlled by the engine controls system. The PPL/BLK wire from the fuse is connected to the powertrain control module (PCM) When the fuel pump relay operates, 12V also passes through the 3A PCM memory fuse (check it) and is applied to the PCM. In addition, there is an inertia fuel shutoff switch (IFS) connected to the PCM and it may have cut off the fuel supply.

Could be the main or fuel run relay located in the compartment under the luggage rack, passenger side, main relay also, fuse for the fuel relay 8amp. Electronic Control Unit is also located there.

Could be electrical, Hook up a timing light, three leads: Power, Ground, and one that goes around the wire to #1 cyl. Turn the engine over and see if there's firing. Note: u can check all 4 spark plugs this way.

Fuse lead goes to pin 30 of the fuel relay, u can jump 30 across to 57 and check for the pumps running, if not, change-I suggest both relays, main and fuel run relays. Both pumps get their 12v DC from the fuel run relay, both should be running when you switch ignition switch to on, then a tachymetric signal is fed from the coil to the relay to keep it running.
