    my problem is that the contact pad on the stearing wheel is damaged i need instructions on how to replace that

First off what is the year and model of the vehicle? This could be because of several reasons a fuse or relay, the horn's themselves or the button in the steering wheel.     Here is one thing you can check:
    your hood, and take the fuse/relay box cover off. Press your horn
    listen for the relay to click in the box if the relay does not click
    then it is not triggering. take a paperclip and pull the horn relay and
    jumper 30 and 87 as seen on the bottom of the relay in its corresponding
    spots in the panel. Your horn should sound. The last time i ran across
    this problem was the steering column did not have an adequate ground,
    checking that could be a simple check of jumper cable to the metal of
    the column and the battery ground.

    also you may want to get to the horn and use a multimeter to see if any juice is getting to the horn, is your air bag light on at all? It could be bad contacts in the steering wheel itself as well.
    Removal instructions for the horn:

    Disconnect and isolate the battery negative cable.

    Remove the right side headlamp

    Disconnect the harness connector.

    Remove the one screw holding the horn assembly to vehicle

    Disconnect the harness connector.

    Remove the one screw holding the horn assembly to vehicle (HORN).

    NOTE: The screw holding the horn assembly is a captive screw and will remain as part of the assembly.

    How do you know its the contact pad? If you have done that then you should already have gotten it removed to know its the contact pad and installation is the reverse of removal which is pretty straight forward.

Horn stopped working. how to fix?

Check to see if there is 12 volts at the horn positive connection when someone pushes the horn button on the steering wheel. If there is voltage, and no sound, you need a new horn. If there is no voltage when the horn button is pressed, you need to troubleshoot the rest of the electrical circuit. First look in your fuse box for a blown horn fuse. Then try replacing the horn relay.

Horn doesnt work, replaced relay and still doesnt work

check to see with test light if you have power to the horn if you don't replace horn if you do check horn switch and fuses.

Horn doesnt work, cant find horn relay , 94 scoupe,

horn is behind the bumper ,get assistant to hold horn on and clout it with a small hammer if it still doesnt work then renew it

Power locks, windows, and horn do not work on 2002 ford focus se

Owner's manual should have a diagram of the fuse panel. Need to find which fuses control these items and check the fuses.
