Check the heat shields on the cat converter or the cat itself sometimes the cat breaks inside and rattles if it is the cat rattling you will need to replace it before it clogs

2002 Buick Park Avenue there is a rattling sound coming from my catalytic converter that last about 30 seconds after startup only. I'm sure that's where the sound is coming from . No other issues

My guess is from inside the cat. My 93 Cadillac is doing the same thing. Once the exhaust warms up it quits making noise.
The components of the cat can break apart over the years. If it is on the inside, eventually it could plug up the exhaust pipe.
Its also possible its the heat shield around the cat, but that usually keeps rattling no matter the temp.

My Navigator makes a rattling noise at startup and then it continues to make rattling noise while idling. What could be? Possible lifters, rocker arms, and pitons rods possibly?

if rattling sounds like you have a bad pulley bearings on pulley going out pop hood and look at belt with running see if it is moving correctly not going in a back and forth motion like warped llook at pulleys see if they are displaced

You didn't say which model or engine.
Check for loose heat shields, broken engine or transmission mounts.

Car unable to startup

either the starter motor is loose or the teeth are stripped from the starter motor which means it cant connect to the flywheel to turn the engine

If it's doesn't sound like it's your engine which i am thinking not. Check to see if there any heat shield that may have come lose, like the heat shield to the spark plug wire or heat sheild along the down pipe. 
Good luck and hope this was the rattling your taking about as it heats up it expands and tighten's up.

sounds like a hydraulic tappet to me,change oil and filter and add a good quality top end treatment to it (forte)about the best on the market!!!!!!!!!!!!!!!!!!
