Unfortunately, the PATS(passive anti theft system) system on this has been triggered. There is no bypass for this system. The vehicle needs to be towed to a local Ford dealer and they hook up a laptop which can program the system in about 15-20 minutes from start to finish. Please bring all keys that you have axcess to. They don't charge extra for multiple keys. Infact they will tell you to bring ALL keys.

1990 ford econoline 350 motorhome has 2 batteries those batteries are for the engine or for the motorhome

They are for both. both run the motor home and start the engine. They are there for short term use for the motor home electrical. Your motor home has to be plugged in to an outlet source for long time/engine off use.
