Question about 1999 Chevrolet Tahoe
Assuming the choke system is working ok and limiting the air, then where is the gas? if you actually have to add gas, it must be leaking down into the intake manifold and getting absorbed by the carbon buildup there. the paper fuel filter has a one way check valve to prevent gas from flowing out the carb and back into the line. is that filter installed correctly and not clogged? if it is ok and the bowl is actually low, there could be a problem with gas leaking past the needle and seat or even a saturated float. all 3 of those would get fixed with a carb overhaul and replacing the float. otherwise the bowl has lost its ability to "seal" in the gas and become porous allowing evaporation and downward leaking. rare, but I've seen it. if that's the case, the carb must be replaced.
