Im going to suggest multi-function switch.. it will the the thing that is on your steering collumn that you move to move your signals.. and the hazards are usually incorporated. You can probably get one for 40 dollars at a autowrecker. they are generally in the 150-200 dollar mark brand new...

Where is the hazard flashwer relay on a 96 concorde

The hasard flaser swith on the dash has the flasher in it. Many times the turn signals don't work either as it does that too. If they don't work any of the time., a fuse or turn signal switch problem may be happening.
