Several thing to check, if the battery is OK; then check starter, solenoid and ignition switch, if its one electricla problem. Other posibilities, coils and distribution spark. Test is and tell us news.

To cold wont start

Pull the battery, if it freezes it will be wrecked, take it to be tested or charged; re-install same battery(if fixed, charged) or new battery, if not able to fix old one. Away you go
One time for me, it was the main fuse(80 amp) in the fuse block(box) under the hood on the passenger side - the guy who boosted me blew the main fuse so nothing worked. Mazda dealership carries those fuses

That test with the Hydrometer of battery specific gravity will indicate the state of charge, the problem is this, the battery posts that connect to the cells inside the newer sealed batteries burn through, so although the battery is charged there is no way to deliver the power to the car, that is why a load test is the only true test of battery performance. Most auto parts stores do this test for free.

Electrically, everything is dead on the car; however, the battery is good. Some kind of relay or fuse, in a box under the hood in front of the driver, buzzes when the ignition is OFF; when ON, it quits...

when you state that when you turn key on the buzzing quits tells me its a ground problem. assuming the battery is fully charged and holds a good load. check your negative and positive cables close at the battery because the side mount battery cable ends seam to be causing a lot of problems for people. use a test light that can pierce the skin of the cable to be sure the voltage is going threw/

My 97 cavalier has a buzzing sound in the dash and will not start and the sound sounds like it could be under the hood?

Probable your fuse box buzzing any moister will do that try buying a can of compressed air but be careful the canned air will shot out water if not held at right angle or blow out your fuse box after removing fuses make sure they go back in the right place also disconnect battery so no frying of the fuse box will occur. If you have a air compressor that will work too. Then if the engine will not turn over it could be many things if it is not even trying to turn over try charging the battery if old buy new one. still wont start after that i would then try to replace the starter.. and see what happens. wish you best of luck and hope i was helpful...

2wd? 4wd? engine size? I think what you are referring to is the "fusible links" which are just big fuses inside of a covering that looks like its a wire. Hard to believe that a dealer tech doenst know whats under the hood of a truck they deal with everyday? These usually dont go out for no reason. there is a load on them that is too much. depending which one is bad, you need to ck that circuit for a short.

there is a fuse box under hood, look in there, under the cover of fuse box will be a list that shows you by corresponding numbers, to fuses in fuse box witch one is for what, it will be the same for the fuse box in the car.
