Yes, the truck has an OBD system onboard. Look under dash, there should be a connector there for scanner. Connector is about 2 inch by 1/2 inch. Not sure where the indicator is--somewhere on instrument panel--may go by a different name.

    1991 is OBD I and the connector is NOT under the dash- that one is OBD II. the OBD I connector is in the engine compartment.

You would need a trouble light to check and see if there is a problem with the ground or the hot wire leading to the lights. There is most likely a relay to the headlights under the dash or in the engine compartment. Check the area of the fusebox for it.

You'll have to do a scan on the computer to find the trouble codes.
Your model can be done without a scan tool, research "check OBD 1 code Ford" online for the procedure, or you can find it in most repair manuals.

You're in the right ball park.
You should have voltage from the brake switch into the turn signal switch and then out to the lights.
Usually a switch is either closed or not, so 23 ohms would be a problem. Hitting that connection with 12 volts could sink it.

Usually the ground wires for the starter are grounded to the engine block. Hope this helps.

could be a number of things, rod knock, too much gap in spark plug, or valve clatter

Yes you can use a piece of wire on the Diagnostic Link Connector and the Self Test Input connector.
The DLC may or maynot be labeled, but it is the top right position you connect to the STI to get the codes. Can be read with the Check Engine Light. I would suggest getting a service manual from a parts store to help with this diagnostic, it has the codes list.
