Most likely cause is the steering wheel is locked. You need to try and pull the wheel as hard as you can to the left or right depending on how it is locked and try to turn the key at the same time. This should unlock the ignition.

First if your key is worn to much is will not raise tumblers in cylinder try new key cut by code at the dealer, (they will need proof of ownership and an id to get key code) if that does not work then you most likely will need a new lock cylinder.

Ignition switch silverado

there is a relay under the hood that could be the problem, easy enough to test. grab a new one from autozone and stick it in, if it doesnt fix the problem take the new one back as they are somewhat expensive ($20-30)

Check your battery connections. Did you get them tightened all the way down when you put the new battery in? If it's tight, look at the cable itsself. Is it corroded or frayed? If so, you'll need to replace the cable. Also check to make sure the other end of the cable is tight. It hooks to the back of the starter, so you'll have to get down there, and make sure that it's tight. if all this has failed, you'll want to check your ignition switch.

Left turn signal does not blink properly.

More than likely it is going to be your clock spring behind the steering wheel.
