It's under the dash on the far left side, but you have to reach atop the front of it and pull it down to open. There is another panel in the engine compartment.

The flasher/turn signal is screwed into the metal support above the fuse panel, you must take the bottom of the dash off and remove the plastic cover. this is for a sable that has light out detection. Look under your dash for a blue box screwed into the right side of the dash panel. This of course is done, with you laying on your back, and your feet in the back seat.
The trick is finding and releasing the retaining clips to swing down the interior compartment fuse panel. Fig. 3's caption indicates that it is located under the instrument panel on the driver's side.

contains a combination of fuses, maxi-fuses, relays, and diodes. Most
can be removed by simply pulling upward (with a fuse puller, needle-nose pliers, or by hand).

There are 2 flashers for this car. 1 is for the hazard lights, located at the fuse panel. the other is located by the steering column up by the fire wall This is for the turn signals.
The fuse for the stop lamps is located in the passenger compatment fuse panel (see picture of location below) The fuse you are looking for will be in the number 24 position (see picture of layout below). this should be in your owners manual if you have one.
