You need your power steering repaired by a professional, it is obviously losing oil and that is why it is hard to steer.

Not sure about that car but usually near the actual power steering pump. Usually about the size of a soda can and black.

For the 1998 Dodge Caravan 3.0L:
This is the same for all 1996 thru 2002 - 3.0L Engines

The Breather hose on the front cover goes from the Valve Cover to the Air Filter Casing.
The PCV hose on the rear cover goes from the Valve Cover to the Intake Manifold.

Where do you add power steering fluid for a 2000 Buick Regal LA

The power steering filler cap is on the passenger side just behind and under the alternator (I had to use a flashlight to find mine but it's visible if you lean over the front fender - passenger side). . There is a cross brace by the firewall that I had to remove so I could get to the filler cap. The cross brace is held on by 4 nuts - 1/2" or 13mm - and removing them and the brace allows fairly easy access to the filler cap. Remove the cap and fill. I'd recommend using a small funnel since it's virtually impossible to get the power steering fluid bottle behind the alternator and around several hoses. A funnel made it a cinch. Check to be sure you don't over fill, replace the cross brace and you're finished.

Where to put steering fluid

In the power steering reservior. It should have a cap and be either opaque (the cap will have a dipstick inside) or translucent (you'll be able to see the level through the reservior). It'll be on the serpentine system. You can also find it by finding a metal hose that runs into the bottom of the reservior and connects to the steering system. Hope this all helps.

Power Steering pump appears to be leaking but is full????

Just guessing. Could it be a warped brake disk? That would cause vibration. And vibration in steering might conceivably cause splashing out the power steering reservoir. You would know if the disk were warped by a shudder when you brake at hight speeds.
