The lock / unlock operations are performed either electrically or manually directly on the solenoid installed on each door, and has nothing to do with the opening mechanism. In all probability, the metal rod that goes up from the door latching mechanism to the outside and inside handle, has become unattached / dislodged from the unit. This requires taking down the inside of the door panel, in order to reach the latch, and its operating rods. Look elsewhere on Fixya, for instructions on how to dismount the door panel. I think i provided instructions for this in the past.

A reasonable answer, when the door is open! Start with how to open the door when neither side lever works. The inside lever feels like it's grabbing but the outside offers no resistance at all. I need to get the door open so I can remove the inner panel.

Dismount the windows switch panel, and try to retrieve the door rod from there. If unable, dismount the inside door opening handle panel, and see if you can pull the rod from there.
i had that problem happen to me on a rear door, the rod was broken, and the child lock was on. I didnt see the work, but the mechanic told me that with some difficulty, he was able to pull out the inside of the door panel with the door closed.

My drivers side door will not open. Cannot remove panel. How do I remove the panel withou opening the door for 1998 Honda Accord

Had the same problem happen to me on a rear door. A mechanic lowered the window, and managed to "fish" the metal rod that goes from the outside handle down to the locking mechanism. Usually, this rod becomes dislodged at the top end, where it meets the outside and inside handle rods, disabling both. If it became dislodged at the bottom, where it meets the locking mechanism, then this procedure will not work. Much of the front door panel can be disassembled with the door closed. And maybe, just maybe, if you take out the window switches sub panel from the door panel, you will be able to look for and reach the rod actuator. This subpanel (black plastic) is held by just two screws at the bottom, hidden with a plastic top, that you have to pry out to reach the screw itself.

My daughter called saying that the driver's side door on her 1998 Honda accord won't open. Door locks/unlocks both manually and with interior switch...window operates fine...exterior/interior handles seem...

You didn't mention if the inside release works. Typically there are little rods and levers involved and something comes loose. If you find a rod off, do something, as it will want to pop off again, only sooner. Sometimes you find broken plactic and you need to get a new part.

It is annoying to get into the door if neither inside or outside will release the door.

Some doors are affected by pulling on a lever, near the time unlock button was pushed... If lock, and unlock )with no levers being pulled (by you)) does not release it, surgery is next step.
