Why do I only have 3.8 VDC on dipped headlights? No fuses blown. Where else can I look to find the right voltage for the dipped headlights to work again? The bulbs are newly replaced as well.

Do you have LED lights? Or are the bulbs saying 12 Volt?
Did you check the battery voltage to? and is the voltage meter you are using ok? (calibrated)
When the voltage on the battery is correct and on the lights it dropped 8 volts, you must have a bad (or more than one) connection or a bad switch or rely.
Check the whole circuit to find the place where you lose the 8 volt.

Opel Astra 1.6 16v wont start but has power.

The engine light has been an indication you may have a "battery charging problem"...This could be a bad battery, bad alternator, or just dirty battery post connections (or loose) Try the cleaning and tightening of the posts first...(least costly) dirty posts will allow the lights etc to work, but do not allow the full current needed to turn the starter...Hope this helps.

Dipped headlights are intermittent

Look for the RELAYS for the lights. They are usually on the fuse box. Replace the headlight relay.

Power steering not working in 2008 Opel Astra. No issue with fuses

crack open the large nut on the end of the hose to refill it..that will drain it.do not need to remove it..when drained tighten the nut .and refill with power steering fluid to the correct level.now cap still off .turn full lock .left and right an number of times to bleed it .then check the level is ok .top up if not .then refit the cap.

Opel astra headlight adjustment

two screws on each headlight control the direction the headlights are aimed. One screw, usually at the top but sometimes below the headlight, adjusts the headlight up and down. The other screw, located to one side, controls the headlight from right to left. Turning the appropriate screw one direction or the other will change the direction the headlight points.
In order to aim your headlights you need to have a flat vertical surface you can aim your headlights at in front of a level surface on which to park the car. If your driveway is level your garage door is the perfect place to aim your headlights.
The tools you will need for this job are simple. Masking tape is used to mark where the headlights are to be aimed and a screwdriver is needed to adjust the headlights. A tape measure will be necessary to measure the distance of the vehicle to the surface you're using to check the aim and to measure the up and down distances from your marks
