Question about 1993 Nissan Altima
Obviously it is a fuse, because it effects so many things.
There is a fuse box near the battery, and one under the dash.
Each should have a diagram of what the fuses are for. But you may need to use a test light, as fuses are not that easy to tell if they are burned out by looking at them.

You could have a fusible link in the wiring from ignition to the accesories they may have shorted out. That could be why it only works when the accessorie is turned on because that is a different wire then with the engine on.I would trace your wiring and double check your fuses first thing.
