Question about 1993 Mercury Grand Marquis
There are two opaque plastic containers under your hood. they both have lids, one unscrews and the other unsnaps. one is the washer reservoir and the other is the radiator overflow. the washer pump is most likely built into the bottom of the washer reservoir. it has been years since i saw one made differently. so find the bottom and there will be a round black lid with one hose and a two wire connector coming out. just for shits and giggles pull off the connector and hot wire your battery to the two connectors on the pump to make sure the pump has failed and you do not have a switch problem. if it does not run then look on ebay, someone will be selling one, or look to craigslist or a local junkyard. you are not going to get this part at a dealer, too old.

The washer pump is located on the outside of the windshield washer fluid reservoir, the end goes into the tank and pumps directly from the tank.

Had the same problem with my 2001 330ci. If not used frequently the pump will get waterlogged and allow fluid to seep into the motor. I was able to disassemble, clean, and rebuild my pump but I would recommend replacing it, it is not expensive at around $20-30 and easy to change.
The washer pump is inserted into a hole on the washer tank itself. It is an interference fit so it will pop out. If you have significant amount of fluid in the tank it will leak out of the hole. There should be one hose connected with a clamp and one electrical connector. I believe there may be a plastic shroud covering it which needs to be unsnapped.

SOURCE: windshield washer pump wont work
The inside fuse panel is located on the passenger side center console. The other fuse block is located under the hood on the drivers side.
