Question about Hyundai Motor 1998 Accent
I'm taking a guess that the cable your referring to is the cable inside the car, if so inspect the cable,
can you see the metal cable inside the black housing, if you do, take a
vice grips and grab onto tightly and pull, this should release the mechanism
same as if you pulled the latch, otherwise if you can't see the cable
within, crawl under the front of the car, between the radiator and
grill, reach up to the latch and disconnect the cable that
comes from the inside of the car, it will be the only cable coming to
the latch assembly, as you remove it, it kind of just clips in place,
you will see what it pulls to release the latch, grab a screw driver and
lightly force the piece over to pop the hood, i know it can be
frustrating from experience, took me a while the first time, and they sure don't give you much room to work with, but a little patience will pay off with this , wish you the best of luck!

Try pulling on the hood release, while someone else lifts the hood. If this doesn't work. You can access the underside of the hood release by taking the front grille out. If you look closely you'll see the retainer screws that can be removed from the front. Once the grille is out or loosened enougt to get your hand in behind, you can release the hood latch from the underside with a screwdriver and then repair the hood latch after you've opened it.

NO there is no manual way . get a good flash light and look at teh latch through the grill or from under the truck and try and pop it with a long flat blade screw driver

SOURCE: hood release not working
you will have to pop the mechanism open from under the car this may be a little difficult you will need a very long screw driver or a pry bar and hopefully you be able to see the latch from under the car.if you can then reach up and manually release the latch once open you will have to replace your cable or the cable tie down which ever is bad. if not you will have to make a new release that you can use on the outside of the car.

Generally you can use wire cutters to peel/cut back the outer casing enough to get hold of the inside cable with vise grips. The cable needs to be replaced anyhow to repair it so don't worry about being neat.

SOURCE: hood wont release from interior
try pressing down on edge of the hood as someone pulls the release handle. Or shake hood up and down while pulling the release cable. The cable may have broken at the latch end.

Locate the interior hood-release lever under the dashboard on the driver's side of the interior of the car.
Lift up and toward you on the hood release lever. The lever is connected to a cable that releases the hood. The hood will pop up about 1/2 inch when you pull the lever.
Move to the front of the car and locate the exterior hood-release lever under the front of the hood. It is located near the middle of the vehicle, just beyond where the front edge of the hood meets the body. Lift up on the inner lever.
Lift up on the edge of the hood while holding the inner lever in place. When the hood is up, find the hood prop and raise it, setting its tip in the hood-prop mount on the hood, to hold the hood up while you work in the engine bay.
