Question about 2003 Chevrolet Silverado 1500
Remove the Plastic Bezell, look inside to see if the rod ends are connected with the plastic holders. IF the rod ends are good then look to see if the latch cam is jamed against the rod end holder. This was my problem, some have suggested using WD-40 or white grease on this, I actually used an air grinder on the latch cam and took off enough material to allow it to engage easier. If you go this routh be carefull you do not need to take off a lot of material and try to retain the same curved shap as you remove material. Once I removed the material you can open the tailgait with one finger, and yes it stays closed as well.
