I have a 1998 chevy shortbed with a v8 vortec engine, i have water in the oil so im guessing a blown head gasket? i bought the gasket set should that be all i need?

Look the cylinder heads over very closely. GM had an issue with certain heads and the extended service anti-freeze they used. These heads would crack.
You want to look for discoloration in and around combustion chamber.
They also had an issue with gaskets and the anti-freeze.
Good luck

1998 Plymouth Breeze Leaking oil. Not an immense amount, but enough that I would like to get it fixed. I have gone to many so called "experts" and well lets just say im frustrated. Some have said that it...

The head gasket has been redesigned ( a multi layered design) for the 4 cylinder. Oil leaks are common. The coolant doesn't always leak with this condition. It is far cheaper to just add oil as needed. However, the new head gasket is far better than the original. be sure to surface the head to get the best possible repair. looking into the engine compartment the leak would be on the right side of the head on the firewall side.

Water pump went out, it was replaced along with new fan clutch, new belt, new coolant temp sensor, 3 or 4 thermostats, and a couple of radiator caps and it gets pretty hot while driving it and when the...

It sounds like you have a partial blockage in the cooling system. If liquid gasket material was used with the pump an or thermostat replacement some of this material may be in the coolant path. Other things to consider; your thermostat is the wrong temperature, you got a bad water pump. Take the radiator off and start the car when it is cold. Let it idle and watch to see if coolant begins to circulate after the engine reaches the operating temperature to be sure the thermostat is working correctly as well as the pump.

Suddenly started smoking white smoke and seems to be losing power

White smoke is coolant being burnt. That with your lose of power would suggest a bad head gasket. A compression test could confirm it. Hope this helps.

My 01 a4 quattro shoots out white smoke on occasion, is it a leaking head gasket? Im a mechanic in the army looking for the solution or a list of possibles. Thanks

white smoke is usually a sign of coolant getting past the head gasket good call not fun fix. if you can test your system get a coolant pressure tester put it on you reservoir tank and see if the pressure rises once the car gets to operating temp if it climbs fast then yes it a head gasket
