If u turn the key to the acc position or on position sometimes the radio, windows and wipers will have power and sometimes not.

My key is stuck in the ignition.

Your car has several different ignition positions. They each offer slightly different functionality.
Off: In this position, the engine is off, and so are your electronic accessories (unless the delay has not expired yet). You can still turn on lights (headlights, interior lights, etc.).
ACC: This is the accessory position. Turn the key to ACC if you want to listen to the radio, play a CD or use other accessories without cranking the engine.
On: In this position, all of the electronics should come on. This is also the position that the key will return to after cranking the engine.
Start: Turn the key to this position to crank the engine. Let go of the key when the engine is running and the key will return to the on position.

I use to own a car that had an ignition that was ACC - OFF - ON - START.

Try turning your ignition one position clockwise and see if the radio turns off and the key comes out.

Double check that you have 12VDC+ constant voltage at Red/black wire, as well as 12VDC+ when key on at Red/white wire .

I have 2006 infiniti g35 coupe that the wipers start working when i turn the key to acc position and the wipers swicht off

wipers should normally work in the run position of the ignition switch. Accessories position is for radios , cig lighter and other items that you need when stationary with the engine off.

Those are accessory functions working off the ignition switch when in accessory position or run position of the key. Were you to check if the wiper and radio fuse had power to them in the run or accessory position as they should, likely they would not. Power from the switch goes to the fuse panel, powering the fuses and circuits that only work with key in on or acc., either a direct wire to the fuse panel or sometimes, fuses get power from an accessory relay that sends power to fuses, but relay has to get a signal from a good working switch before it powers the fuses.
What I'm trying to say, is the bad switch is probably the reason you have no wipers, radio, or mirrors.

When I start my 96 ford Taurus I have no radio or windshield wipers or speedometer. But when turn key backwards radio and wipers work

I am betting it is your ignition switch- it is just like any other type of switch, in that it has contacts that eventually wear out. Once you turn the key to start the car, it returns to a position that maintains the contacts to power your accessories, and it sounds like those contacts inside the ignition switch are worn or broken. The "acc" contacts when you turn the key backward are rarely used so they are still in good shape, unlike the "run" contacts which get hit every time you start the car.

Key locks in the ignition in the ACC position. can't take key out

when you turn key to acc pos that is telling the ignition to go into a accessory mode which runs the radio,wipers etc... but it doesnt allow the ignition circuit to run, and the key in most vehicles will not be able to come out,this is a security protection so that you do not leave accessories on that will drain the battery. The ignition key should only be able to be removed in the OFF position.

KEY ON ENGINE OFF THE RADIO, A/C BLOWER MOTOR AND

This is normal. It has a timer system cutting Power to all of these with the engine off. It is to limit power from the battery to run these too long, decreasing your voltage capabilities of your battery.
To run the Radio / Power Windows with the Engine Off: turn the Key counterclockwise from Key OFF position to ACC (Accessories) position. Your Radio and Power Windows will operate. Your AC/Blower will not.
