That is the Air Ride compressor. It may be failing if it is unusually noisy.

1998 dodge durango loud thumping noise front passenger tire looks crooked

A suspension part has come loose or is worn out. Check the top strut mounts under the hood. There may be a rubber plug to remove to see the top mounting plate. The three nuts around the perimeter of the strut plate are the mounting nuts, not the larger center nut-leave that one alone-it is for keeping the strut from coming apart.
If that mount is good, check for a broken coil spring around the strut.
Keep looking for the problem. If the tire leans out that bad, you should be able to spot the problem. Raise the wheel off the ground (recommend jack stands or blocks so it won't slip off the jack), grasp the wheel and shake it back and forth while watching for looseness or noise on the suspension parts connecting to the wheel hub at top and bottom- the upper and lower control arms and the strut connection.
Good luck.

You are missing all the lights on the rear of the truck ?

The trailer tow adapter runs to a common ground ( see when you take the spare tire down ), that is used for quite a few things.

If you do not have lights on the back of the truck, take a look there, it might not have been bolted back to the frame.

When doing 65-70 mph on the highway, the steering column shakes.

Could be a bad motor mount, probably the front right. It is on the frame behind your passenger side front tire. Place a pry bar between the frame and engine block and try to lift the engine a little. You'll be able to easily see if it's bad. You can also check the upper engine mount, it's on the drivers side coming from the firewall to the top of the motor.

Rotated tires on 2002 Chrysler 300M.

you need a magnet. there should have been one provided with the spare tire and jack. when you select retrain sensors you must put the magnet on the drivers front tire valve stem. once the vehicle has learned the sensore new position the horn will chirp then you move onto the next tire in a clockwise rotation without neglecting the spare if it is a full size mounted on a rim with a sensor

The problem is more than likely your spare tire. The system monitors all five tires. Check the pressure in your spare tire.
