you will need new rims but if they do it correctly (i.e. change the aspect ratio of the tire to counter act the rim size increase) this will not effect the speedometer.

SOURCE: 03 Chevy 2500HD Service Brake System Warning

When you replaced the ABS sensor on the hub, did you clean and re-gap the sensor to the speed ring on the hub. There was a recall on the ABS Malfunction on your truck. The tire size don't make a difference to your ABS as long as all four tires are the size, There was a issue bulletin with your Tahoe on the ABS activating under 8 km/h. Good luck and hope this helps, if not clean out the sensor with brake parts cleaner and check the wire harness and ABS sensor bracket. Re gap the sensor to the speed ring hub. Here is the bulletin. ppe makes the best tuner for a duramax, just dont push it too high unless you are ready to rebuild the trans and make sure you install at least a hundred gph lift pump along with it, a must for towing.

Accessing spare tire on 2001 Chevy silverado, 2500HD

These are done with a series of extentions that are part of the jack and "spare tire kit". It goes through the rear bumper and is lowered and raised by turning these poles or extentions. This more than likely has a little cover over the hole nearest the license plate I believe. Let me know if you need anything else.
