Question about 1999 Ford Explorer
The blower motor is by the passenger side floor kinda below and behind the glove box should be able to get to it from underneath, remove any plastic covers u may encounter. the box which holds the motor has a round section to it and u may see 3 or 4 screws going straight up into the box from the bottom. we want to check power before we assume the blower is bad. there will be two medium gauged wires plugged into the round part of the box. if u dont see the two wires there, pull the glove box down and looks behind it. when u find the wires backprobe the wires at the connector and hook each end into a test light. turn the fan switch on and if the light lights up then u need a motor because u have power and ground to light up the light and the motor still wont run. if the light doesnt llight up and ur sure ur making good contact then u may have a bad switch. tip for life: whenever ur blower works on high speed only, then u need to replace the resistors which those two powere wires are coming from also bolted near the motor in the heater box

faulty blower motor resistor. The low and medium speed on blower motor is
controlled by resistor and its actual speed is high. So because resistor is not
working, blower motors actual speed which is high is working.
can be faulty blower motor or faulty blower motor resistor. Get the blower
motor inspected. If it's faulty it has to be replaced.
