Also go to free wiring diagrams , enter vehicle info . make , model , year , engine size ,then under system click on electrical distribution , then under subsystem fuse panel an see what all that fuse powers . Isolate the circuits one at a time till fuse doesn't blow . Then with DVOM - digital volt ohm meter test the circuit .

(#23fuse)No turn signals/backup lights - keep blowing fuse. hard to get out of park.

You have a short to ground on that circuit , you need to look at a wiring diagram an see what all is on that circuit . It's hard to get out of park because this circuit supply's power to the shift interlock actuator . You don't need to step on the brake pedal for this fuse to blow ? just stick in a new one an it blows ? This fuse also powers the brake switch , which powers your brake lights . 2001 honda accord no dash lights and running lights. Keeps blowing 10 amp fuse

Thats going to be tough to troubleshoot.
A fuse blows when the electrical load on that circuit exceeds the limit of the fuse. It could be a bad connection or moisture in a light socket among other things.

Battery does not hold charge

You have a short at one of your systems. It#s sometimes difficult to find such a "electrical gremlin"... I've searched one week and dismounted the whole interior... try to check some systems for a short as follows: connect a Ampere meter for this checks. First try to remove fuses out of the power distribution center right in engine compartment. Do this step by step, one fuse, if fine, fuse back, next fuse and so on.. if you find the main system with the short, do the same with the fuses in dashboard, passenger side how connected with this main circuit. If you've located the circuit with the short, check the whole wiring system related to this circuit till you get him. ..or.... let a specialist check your car. Good Luck!
