There should be a fuse panel in the engine compartment. Diagram I'm looking at (here: http://www.volvoclub.org.uk/tech/service/850/FusesAndCircuitBreakers.pdf) has 36 fuses and 3 or 4 circuit breakers. Fuse #1 is 15 Amp for ignition and fuel injectors. Check this fuse. The relay box is under the dash, but i don't see any relays for ignition.
If fuse #1 is good, check for voltage at the coil pack. If no voltage at the coil pack, have someone jiggle the key in the ignition while checking voltage at the coil to see if the voltage is intermittent. If yes, you have a bad switch. If no, I would next replace the coil. If you don't have a meter, you can use a simple 12 volt test light for this test. Get one from your parts store--it looks like a screwdriver that's pointed at one end and has a cable with an alligator clip. Hook the clip to a metal point on the engine or firewall and touch the tip to the + side. The light inside should come on if the coil has power applied from the ignition switch.
So these are the parts I'm looking to check--fuse, switch, coil. The coil is $30 and is a better investment than the switch, unless you're sure you have a bad switch.
If u have dash lights not fuse more likely ur ecm9electronic control module/also known as ignition switch
