Question about 1998 Acura CL
Hi! The door actuator is stuck definitely that's why you cant open the door inside out. There's no way to access the door from the inside for the door trim is in the way. I suggest the you lift the plastic fittings outside the door just beneath the window and door then use a thin metal sheet to pull the metal wire on the actuator to open the door. It should be able to be replaced without removing the door panel.
However, removing the door panel is a very simple process. Remove the bolts through the armrest, and pop the door panel loose (it's held on with plastic friction clips) They do make a tool for removing the panel, (just a couple of bucks) or if you're carefule, you can do it with a putty knife and a screw driver ((basically you pry the panel away from the door, replacement is just popping it back on.
Once it's loose, slide up, it is hooked over into the window channel (you do want to have the window down).

It could mean the rod connecting the handle to the latch has broken. You'll need to remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. and you can access the innards of the door

DRIVER OUTSIDE DOOR HANDLE WILL NOT OPEN DOOR. FROZE UP IN ICE STORM AND APPEARED TO BREAK WHEN TRIED TO OPEN DOOR. INSIDE HANDLE STILL WORKS. IS DIY REPAIR FEASIBLE?

remove the screws that fasten the interior door panel to the door. Visually inspect the handle assembly. there will be two cables that connect the handle and lock button to the door lock assembly. I would bet that the L-shaped end of the interior door handle cable broke. The replacement is self explanatory for the handle. Google the door lock assembly which isn't as visable. Bob
