Po420 = catyalic converter low efficency, this means the converter is not working good, this can be caused by a bad converter or bad o2 sensors, you will need to have a scan tool hooked to computer and preform testing to see if it is the converter or bad o2 (oxygen sensor) sensors. hope this helps.

2006 Subaru Forester with a P420 code. Can this be fixed by replacing a universal converter?

Unfortunately, universal catalytic converters do not have enough oxygen storage available and the code will return quickly if you use them. Asian imports are very touchy about this, Subaru's and Toyota's hate aftermarket universal cats!

What else will pull a p420 on this car - see below.

Drive at least 100 miles on a new catalytic converter. Also, some aftermarket converter I have tried did not work and I ended up using a real GM converter.

1999 Chevy Metro 1.0 L OBDII CODE P420. NEW O2

The o2 is just reporting information,it did not mean that it was bad, there is either restriction,in the cat,or there is a contamination in the fuel,an additive might clear it up,maybe.

Just tried to get a smog check and problem code p420 came up. Any idea what it could be?

The P420 code is a catalytic converter efficiency code. I would very much suspect that the catalytic converter is bad. They have been failing lately at the flange for the flex pipe.
