I just fixed the problem with the 96.
Crank no start
No fuel pressure
No volt gauge and no fuel gauge
No scanner obd working when hooked up says error no communication. With the help of this awesome guy randy from washington, i did some relay jumping, more wire tracing and found it was the crank sensor was shorting out with just the key on. with key on, locate the crank sensor behind the valve cover, unplug it and see if everything comes back on, this is what it did for me. The governor pressure sensor is the most likley cause however an inspection of fluid or debris in trans pan would be a good idea to make sure there's nothing excessive in it. Attached is a list of possible causes however the senor would be the most common.

SOUNDS LIKE YOU HAVE BROKEN WIRES BETWEEN DRIVER'S DOOR AND BODY AT A PILLAR..PULL RUBBER BOOT FROM BODY AND DOOR AND INSPECT WIRING HERE

Have you talked to a jeep dealer yet,
Ask if there are any TSB's on this problem.
Technical Service Bulletins from Jeep when they find and solve different complaints.
What ever is doing this is a soft code,A soft code is one that will clear it's self with the cycle of the key to off then on and code goes away,But have them check history codes to see if it is there.it sounds like it is going into limp mode,this feature is when the computer sees a transmission falt it wont up shift,so you don't harm the tranny,but will let you limp to a shop to get repaired.have you ever noticed the speedometer going to 0 then this happens?
that would be the output sensor.
