You need to replace the resister switch for the blower fan. It is usually mounted on the blower box under the passengers dash.Replacing should be easy.

Fuse #47 blowes on my 2000 focus all bulbs are good

it only means that your elecrical system on your running light was grounded thats why everytime you switch on the running light the fuse blown. The only solution to that is to find out where the line was shorted or grounded. you must start tracing it from your switch going down the elecrical line going to the fuse, relay and lights.
That's it, good luck then.!!!

When driven under 40mph the heater blowes cold air If you are driving on the interstate the heater woorks fine but when you exit and slow down under 40 it blowes cold.

Is your system full of coolant? If not then you should top it off and see if that helps. If not then I would suggest having your system flushed and having a new thermostat put in. And again if that doesn't work, then you are most likely in for some costly repairs.
