SOURCE: 2001 dodge neon tail lights inop
looking at your schematics and , you say tail lights don't work , you didn't mention if front parking lights and license plate lights are working , they all come from the same source , a black /yellow wire , a good clue if front work and rear don't , please advise .if fronts work then you have a open circuit somewhere between junction S118 (near breakout for left headlamp) and rear sockets.

Here is what I could find for your code error as potential causes:
After market parts and accessories nonconforming to the EVAP system specifications.
Damaged, missing or improperly installed fuel filler cap.
Blockage in fuel vapor hoses/tubes (EVAP canister tube, EVAP canister purge outlet tube or EVAP return tube) in EVAP system.
Disconnected or cracked fuel vapor hoses/tubes in EVAP system.
EVAP canister purge valve stuck closed.
Canister vent (CV) solenoid stuck open.
Fuel tank pressure (FTP) sensor malfunction.
EVAP canister leaking.
Fuel vapor control valve tube assembly blocked.
Fuel vapor vent valve assembly blocked.
Obviously the gas cap would be the easiest and cheapest thing to fix. Just make sure it is put on correctly and tight. If it is not that, I would have to suggest to take it to a mechanic because the other problems on that list are not really DIY material. Hopefully it is the gas cap and you can take care of it yourself. Good luck.

These vehicles seem to have a problematic short, my grandfather has the same vehicle with the same problem, i found the short under the carpet on the driver side of the vehicle, under the gas pedal, sometimes wires can crack and break.

I JUST BOUGHT A 2002 MERCEDES C CLASS SALOON 240 KOMPRESSOR AND THE DRIVER ELECTRIC CHAIR AINT WORKING NEITHER IS THE BOOT RELESE BUTTON. I WAS TOLD THAT THE FUSE NEEDED TO BE REPLACE BUT THERE AINT NO FUSE MANUAL IN THE COMPARTMENT WHERE THE FUSE BOX IS. CAN SOMEONE PLEASE POST UP THE FUSE CHART OR TELL ME WHERE EXACTLY ARE THESE 2 FUSE LOCATED, I ALREADY KNOW THAT THERE I ONE FUSE BOX IN THE DRIVER SIDE DASH, IN THE BOOT AND THERE IS ONE UNDER TE HOOD.
