I agree with the guy who said check your grounds. I have seen the main ground from the battery to the transmission broken off or hanging on by just a few strands cause lots of starting issues

How replace a vetchsolonide on 2000 Honda civic

It is quite simple to replace the VTEC Solenoid assembly. It is located on the rear right upper side of cylinder head (right side with reference with if sitting if driver's seat) on the intake side. It is attached to the head by means of 6mm bolts. Just remove the connector (NOTE: It my have single VTEC solnoid or two, depending on the model), remove the bolts and take out the solenoid. 95 honda civic hatchback wont start

Did you hooks the the spark plug wires right. If these are not in the right order then you will have a misfire. If enough of them are out of place then you wont have enough fire to start the engine.

What should i do? B16 or piston rings?

well its about what you want the single cams can rev high...the 2nd fastest world record is in a turbod d16 ...202mph for a single cam civic..the b16 has more dynamics in the high end of boosting... the b16 aftermarket is stronger but they **** on the low end of the rpm gauge..
the best motor is the b20 crv block its 500 bucks you can vtec it with a b16 head and run big loads of turbo and get to the 10 sec class of things...if you go to b series you will need to change the ecu to hondata and you should look for ls integra trannys...next the axles ...I reccomend B20 its a harder build but its worth it and youll spend 1000 less than an gsr or prelude motor...google the b20 dart motor with ITBS you will see!!!!!!!!

Vtec wont work

More than likely its your temp sensor on the front of the engine, Ive seen it be the cause of things similar including high idle when car first starts(happened to me when I switched out my 1.5 for 1.6 sohc vtec engine, engine was built as an automatic so i changed out the flywheel etc but no place for the sensor) and happens to be the sensor for my radiator at the same time so it controls the fan.
