Most Fords I have worked on use a solonoid. Measure the voltage on the starter motor side when you turn the key. Does it show 12v? The solonoid may be energizing but if the contacts are bad the starter won't get current. Jumping across the two large terminals will also bypass the contacts, see if this will crank the motor. Use a wire the same size as connected to the large terminals. The starter pulls hundreds of amps.
