The back window wiper works back and forth but does not touch or drop onto the rear window. What to do?

If the spring is good then the "hinge" needs to be oiled.
Just use some WD40 or other break free oil and lube and loosen up the hinge by squirting the hinge and pulling the wiper away from the rear window and pushing it back.
Keep this up until it is loose again and springs back against the glass.

If the spring is bad then you need to get a new spring or wiper arm from a junkyard.
I hope this helps.
I had to do it to my 98 Grand Limited too.
