no could b a bad relay or the connection at the fuel pump r other if u have to volt meter /ohms meter check relay to see if good

the pulley is behind the timing cover and it is not fun by the regular belt its run by the timing belt,heres a diagram to show you,also make sure you do your timing belt and waterpump, these aveos are bad when it come to timing belts it it skips or breaks it will bent the valves,$$$$, also replace the tensioner.

if its blinking check for obd 2 codes likely a misfire this will result in car going into limp mode most common on these cars is the coil pack causing misfire replace coil pack and plugs/wires should be changed at this time as well.
