"97 plymouth voyager cluster lights

Firts you need to check the fuse for your instument light and if it good check the connections to the cluster for a loose connection. The fuse should be in the compartment under the hood. You might also try starting the van and very slightly turn the key backwards to the run position to see if they work then. There has been an issue with ignition switches and this problem before. You might also try turning the key on and waiting a few seconds for the dash lights to go off then start it, there may also be an issue with a circuit board for the dash and this helps re set the PC board instrument panel controller. It's behind the instrument faceplate

The dash in my 1995 went out completely what could be the problem

It could be the instument panel relay or the instument panel dimmer switch.

When I turn my lights on, the two turn signals stay on and none of the dash lights come on. The turn signals flash when you flip the lever left to right so i know the problem is not in the blinkers or...

sounds like an open to the lights in the instrument panel, if the lights work in the radio, ac panel, etc.

Or, all the bulbs burnt out at once (unlikely).

Maybe the harness to the instrument panel is loose, but only is accessible after removing the dash board.

Dash board lights stopped working.....

i would suggest that you check and see if the fuse has blown first.
If it is not the fuse then you will need to remove the instument pannel and replace theburnt out lite bulbs. As they are loceted on the back side of theinstrument pannel.
