There is most likely a vacuum leak in either a cracked vacuum hose or gasket. With the AC off, does the engine run perfect or do you notice that something is still wrong? What size engine and mileage are on the vehicle?

A visual inspection of the vacuum lines is the first step that should be taken and ruled out.

After this is verified, we can check the ac throttle cut off switch. Let me know, I'm sure your going to find a vacuum leak.

Increase then decrease idle when engine is cold especially

cold engine idle surge. (problem)
RPM range of surge not stated
300-700 or 800 to 1500? (range is critical to diagnosis)

bad fuel
running summer fuel in winter (running old fuel?)
needs a tune up bad, see the list in the operator guide.
idle speed controller, sticking or EGR valve same. (clean them)
location not stated, so cant guess about local air temps.?
no other symptoms, lack of engine power? etc?
was it ok last week, or better, when was the last time it was OK?
1week, 1year?
surge , causes, on a tuned engine might be:
1: too lean. so lean the ISC can not control idle. rpm low, stalling
2: too rich, flooding, stalling, spark plugs foul (look at them)
3: weak compression in 1 or more cylinders.
4: bad spark.
5: air leaks, in the plenum causing , ISC to lose control.
why high RPM?

especially?
well that means it fails hot too.
and there is a simple tests. for hot surge.
is engine fully hot? 180F and holds solid there?
say rpm is about 800
and you turn on head lights, heater fan and (not AC) and defrost.
the RPM must hold or the ISC is failing.
ISC -= idle speed controls. (all EFI has this function)

Bmw e36 316i, idle speed either runs at one and a half rpm or runs at below 1,ooo rpm and goes up and down. this only happens when car is not moving.

Sounds very much like the air mass sensor is not right. This is found on a collar on the air ducting immediately after the air filter box. It ahas an electrical connection running to it. Whilst the engine is warm at running at idle (surge and slow) disconnect the electrical plug. Do not worry this will in no way harm the engine. The engine should soon resume a steady rate. It might be higher or lower than normal but it will be steady. If this happens then it is a certainty that the air mass sensor is at fault and should be replaced.

Rpm jumps up and down....when it warms, it stops for a while, then goes at it again. It rebs a lot :) Thanks, Bill

Welcome to FixYa.com \ Bill, You just may have an air leak. Yep vacuum leaks play havoc on todays cars. The simplest way i know how to check is with a can of carb spray. Spray all around manifold, all vacuum lines, and even the brake booster. You do this at operating temp with engine running. Let me know ow it goes, Regards, Lee Davidian

Surges in RPM while at idle

It may be one of two things. A intermittent problem with the idle air control sensor or the throttle position sensor. Have the cars computer scanned at a local auto parts store to see if there is a pending code that has yet to turn on the check engine light.

Certainly sounds like the o2 sensors have become contaminated and are not acting as fast as they used to , or are supposed to.

Engine run rough at idler and surges

I would change the fuel filter and see if that don't help. You might give it a good tune up and adjust the timing. ( If it has a carburetor then adjust the carb too.

Honda accord 1996 v6 2.7 liter, rpm gage jump up and down

Here is the most common cause of surges and stalls, it is the idle speed control air-bypass valve and throttle valve, they get full of gunk over the miles and cause idle issues (stalls) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.
