SOURCE: relay

There are 2 relays or solenoids as they called on a starter, one is on the inside of the fender under the hood, follow the positive battery cable, the other is on the starter, both do the same thing, later years only have the one solenoid on the starter.

SOURCE: 1999 ford expedition wont turn over

this sounds easy
now i under stand that your windows and lights are working but let me tell you somethig speciel

if you have a motor in an remote control car it is not running then you go and check it in a torch and it works this is why

a starter motor on a car uses a lot of power and is very high draw (takes alot from the battery)
a light or a power window motor uses less so it can provide the power needed where the starter motor needs more and it can not provide

hope you get what i mean

if i put a motor out of a corsa (1.4, 4 cylinder verry small motor) and put is in a bus it wont move it cause it is too hard
then if i put it in a go cart it will fly
tyr a new battery or see if you can borrow a friends to test it if it starts with a fully charges battery then all you need is a battery if not let me know more and i will do some home work for you

Why does my 1999 Ford Expedition eating starters after replacing valve cover, removed cruise control box but it is back exactly the same?

Its your starter shims. Put shims in , what is happening is your starter gear is remaining engaged even after it starts thus it tears up the starter and the gear. It may take 2-3 shims. When you replaced your first starter did it have shims? I am willing to bet it did. Give it a try and i bet this fixes your problem. Good luck

I have a 1999 ford expedition and #30 fuse keeps popping and when it doesn't pop i go to turn the key and it doesn't start it just make the starting nosie but won't turn on. Whats wrong with it?

If that was my symptom, I would remove the starter and have it tested at one of the chain auto parts stores.
They do it free and will likely have a replacement unit on hand.

This sounds like a motor with shorted windings; this would cause poor motor speed and a possible failure of the starter bendix to engage.

lest someone help you tapping the starter motor while you turning the ignition key
if that helps it means your starter is bad and it needs a new one
