Question about 2000 Dodge Intrepid
Your battery is located behind the front passenger side wheel/tire. You will need to remove the wheel/tire to access the battery. I suspect the battery has an internal short and is not providing battery voltage to all engine management components, therefor would need to be replaced.

SOURCE: Battery light on dash
The battery light is an indication of some kind of problem with the alternator, most likely a diode problem in the rectifier bridge, this changes AC current to DC current to supply power to the car and charge the battery.
The cruise problem is most likely the cruise control module is failing.
